fiddling in youth crime laws A tough
new youth crime bill was pushed through the House of Commons, despite
deep opposition in Quebec. The new bill would allow children as young
as 14 to be tried as adults in certain crimes, and is pan-Canadian.
Quebec protested vigorously, saying this province tries to promote rehabilitation
over incarceration when dealing with young offenders. The provincial
justice minister pointed to Quebec having the lowest rate of young offenders
and repeat offenders in the country by treating kids rather than locking
them up.
