Singer Michelle Sweeney belts out a rendition of "Amazing Grace" at the official launch of Black History Month 1999 at city hall on Tuesday. Sweeney's number was the highlight of the ceremony, which also included tepid speeches from Mayor Pierre Bourque, Quebec Immigration Minister Robert Perreault, and Heritage Canada apparatchik Raynald Turgeon, a last-minute stand-in for Minister Sheila Copps.
