Pauline Cummings of AQRIPH, a Quebec organization for the rights of the disabled, bellows into a bullhorn before a parade of wheelchair-bound protesters on Wednesday afternoon. About 100 people demonstrated outside the Hydro-Québec building, home to Premier Lucien Bouchard's Montreal office, to bring attention to the lack of funding for the province's 935,000 disabled people. AQRIPH is calling for a series of programs which would cost $4 per disabled person.
