Pauline Cummings of AQRIPH, a Quebec organization for the rights of the disabled, bellows into a bullhorn before a parade of wheelchair-bound protesters on Wednesday afternoon. AQRIPH is calling for a series of programs which would cost $4 per disabled person. |
